Video: Mount St. Helens' Lava Dome Shoves a Glacier

In the battle between mountains and ice, the cold stuff usually wins. Over time, glaciers can grind down tall peaks like buzz saws.

But at Mount St. Helens in Washington, a swelling lump of lava emerged the victor in a recent rock and ice face-off.

Two stunning time-lapse videos show a bulging dome in the volcano's crater shoving aside a glacier and sending it galloping out of the way. The big push came between 2004 and 2008, when the mountain squeezed out more than 125 million cubic yards (93 million cubic meters) of new lava.

The glacier, called Crater Glacier, started gathering snow and ice in the winter following Mount St. Helens' massive eruption on May 18, 1980. By 2004, it was up to 650 feet (200 m) thick and about 0.4 square miles (1 square kilometer) in size, despite the volcano periodically spewing lava, steam and ash.

Heavy winter snowfall and shading from the high crater cliffs contributed to the glacier's rapid growth, according to a United States Geological Survey report published in 2008. The ice advanced up to 3 feet (1 m) every day. And cold rocks along its border insulated the frozen stream from the thick, pasty lava, the report said.

But in 2004, a new lava dome split Crater Glacier in two, crushing it against the crater walls and doubling the thickness of the ice.

By July 2008, the USGS declared the eruption over, and the new lava dome has been relatively quiet since. The jumbled, fractured ice eventually relaxed, flowing around the dome in a horseshoe shape. Crater Glacier continues to move down the mountain, joined by two smaller glaciers on the steep cliffs nearby.

The Grand Mozilla is expected to be ZTE?s first smartphone to be powered by Mozilla?s FireFox OS.

Teens are primed for mobile messages

The teenager sitting across of you is probably hunched over their mobile phone where a small and constant ?ping? ?ping? sound is letting them know their latest text has arrived. These prolific and proficient texters are sending, on average, over 100 daily texts according to a new study by Pew Research on teen communication. With 77% of teens owning a cell phone and 23% a smartphone, teenagers are primed to receive brand mobile messages.

  • Heavy Texters are usually also Heavy Talkers: 69% of heavy texters talk daily on their cell phones, compared with 46% of medium texters (those exchanging 21-100 texts a day)
  • Second screen expansion continues: 30% of teen smartphone users are also using tablets
  • Location-based service usage is still small: 18% of smartphone owners in the sample had shared their location, compared with 8% of regular phone owners and 2% of all other teens.

Who?s texting and How much are they texting?

Older girls are texting almost twice as much as boys their same age, and both groups have experienced and increase in texts from 2009. The study showed that average 14 ? 17 year old is sending 181 texts per day, with blacks and Hispanics indexing higher than other ethnic groups.

Heavy Texters = Heavy Talkers

Chatty teens are chatty teens no matter what the medium. Heavy texters, those who text more than 100 texts a day, talk much more on their cell phones as well. In fact, 69% say they gab away on their cell phone each day compared to 46% and 43% of medium and light texters.

Second Screen Expansion Continues

Teens are using tablets! Of the tablet users, teens with smartphone were more likely to have used a tablet. In fact, 30% said they used a tablet to go online in the past month compared to 16% of all teens. In addition, teen smartphone users were 8% less likely to to use a desktop or laptop to traverse the internet.

Location-Based Service Usage Still Small

Foursquare, Gowalla? and other Location-Based services haven?t caught on like wildfire for teens. Older teens are more likely to use these services at 9%, than their younger counterparts.

NEW YORK (AP) ? J.C. Penney is bringing back sales.

The struggling department store chain this week will begin adding back some of the hundreds of sales it ditched last year in hopes of luring shoppers who were turned off when the discounts disappeared, CEO Ron Johnson told The Associated Press.

Penney also plans to add price tags or signs for more than half of its merchandise to show customers how much they're saving by shopping at the chain ? a strategy used by a few other retailers. For store-branded items such as Arizona, Penney will show comparison prices from competitors.

The reversal comes on the eve of the one-year anniversary of its original vow to almost completely get rid of the sales that Americans covet but that cut into a store's profits. The idea was to offer everyday low prices that customers could count on rather than the nearly 600 fleeting discounts, coupons and sales it once offered.

The bold plan has been closely watched by others in the retail industry, which commonly offers deep discounts to draw shoppers. But so far the experiment has served as a cautionary tale of how difficult it is to change shoppers' habits: Penney next month is expected to report its fourth consecutive quarter of big sales drops and net losses. After losing more than half of its value, Penney's stock is trading at about $19. And the company's credit ratings are in junk status.

Johnson, who rolled out the pricing plan shortly after taking the top job in November 2011, told The Associated Press the latest moves are not a "deviation" from his strategy but rather an "evolution."

"Our sales have gone backward a little more than we expected, but that doesn't change the vision or the strategy," said Johnson, who previously masterminded Apple Inc.'s retail stores and Target Corp.'s cheap chic fashion strategy. "We made changes and we learned an incredible amount. That is what's informing our tactics as we go forward."

But critics say Johnson is backpedaling. Walter Loeb, a New York-based retail consultant, said Johnson "is now realizing that he has to be more promotional to attract shoppers."

The pricing strategy has been a key part of Johnson's plan to reinvent Penney, which had failed to change with the times as its competitors updated their stores to make them cool places to shop. The plan includes adding hip new brands such as Joe Fresh and replacing racks of clothing with small shops-within-stores by 2015. But this isn't the first time the pricing strategy has been tweaked.

When it was rolled out in February 2012, the plan entailed permanently slashing prices on everything in the store by 40 percent. Penney decided to have just 12 monthlong sales events on some merchandise. And there would be periodic clearance events throughout the year.

But the new pricing plan wasn't well received on Wall Street or Main Street, so six months after launching it, Johnson ditched the monthlong sales, saying that they were too confusing to shoppers. Johnson said Penney has learned that people don't shop on a monthly basis, but rather they buy when they need something for say, back-to-school or during the winter holidays. And during those times, he said, they're looking for even more value.

"I still believe that the customer knows the right price, but they want help," he said.

Penney declined to say how many sales events it will offer going forward, citing competitive reasons. But the company said the figure will still be well below the nearly 600 it used to offer. The company said the discounts will vary depending on the sale. From Feb. 1 through Feb. 14, for instance, shoppers will get 20 percent off some jewelry for Valentine's Day. One example: half-carat diamond heart pendants on sale for $96, below Penny's everyday price of $120.

Penney said the decision to add tags or signs on much of its merchandise that shows the "manufacturer's suggested retail price" alongside Penney's "everyday" price was a result of his realization that shoppers want a reference price to consider.

National brands were also asking Penney to show the suggested price to shoppers, he said. Penney began showing the suggested manufacturer's price on Izod men's merchandise last fall and was encouraged by the response.

Burt Flickinger, a retail consultant, said the move could help Penney because manufacturers' suggested retail prices can be as much as 40 percent higher than what retailers wind up charging. The practice is common in the home appliance industry but spotty in the department-store industry because stores generally hike prices up even more to give shoppers the illusion of a big discount, he said.

"The strategy will be helpful for shoppers to understand lower prices," Flickinger said. "At the same time, it will be tough to get consumers back in the store from competitors."

But Craig Johnson, another retail consultant, said that adding the suggested manufacturer's price is just a gimmick. "The objective of this exercise is to maximize the perceived value for the purchase."

Johnson said that for Penney's own store brands like Arizona and Worthington, the team will research other stores and will submit supporting data to its legal team for approval before it advertises comparison prices, using certain criteria. For example, they'll make sure the fabric used is of the same quality as its rivals. For jewelry, Penney is using the International Gemological Institute, a third-party appraiser.

"There are no makeup prices here," Johnson said. "It's all about trying to communicate what it's worth to the customer."

Penney will not show comparison prices for merchandise that is part of exclusive partnerships with brands such as Nicole Miller and Mango, however. The company said it's difficult to offer such references.

To promote the strategy, Penney on Wednesday will begin launching TV, print and digital ads. One TV ad compares a $9 polo shirt under its store brand Arizona with $19 "elsewhere." ''Two polos, same color, same vibrant, same details, same swing, same swagger, different prices," the ad said.

Johnson reiterated that he expects Penney to return to sales growth sometime in 2013. That would be a welcome change for Penney, which has had steep sales and profit losses since the new strategy was launched.

For the first nine months of its current fiscal year, Penney lost $433 million, or $1.98 per share compared with a loss of $65 million, or 30 cents per share in the year-ago period. Total sales dropped 23.1 percent to $9.1 billion.

Analysts expect Penney to post a loss of 17 cents on sales of $4.22 billion for the fourth quarter. They expect the company's annual sales to fall by 23 percent, or nearly $4 billion, to $13.3 billion for the latest year. Revenue at stores opened at least a year ? a measure of a retailer's health ? are expected to drop 25 percent, in line with the third quarter, according to analyst polled by research firm FactSet.

Meanwhile, investors have sent shares down more than 55 percent from a peak of $43 in the days after the plan was rolled out in February. Shares slipped 18 cents to $19.17 on Monday.

"A year ago, we were launching a major transformation and didn't know what to expect," he said. "Today, I know what happened. Our team has a year's worth of history. This is going to be a great year because the new JCP is coming to life for customers."

I received the following question from a Minter via the Mint.com Facebook page:

Question: ?John, I just got all of my credit reports for free and there are some items that are old, accurate, and just downright bad. I?d love to get rid of them. The materials that came with the credit reports make it pretty clear that I can dispute information that?s incorrect and get it corrected.

But I have a different dilemma: I have information that I know is correct that I?d like to get removed. Is there any downside to disputing information on a credit report that you know to be accurate? Can I get in trouble??

Answer: First things first, the Fair Credit Reporting Act gives each of us the right to challenge information on our credit reports with which we don?t agree. There?s nothing in that law that prohibits consumers from disputing information on their credit reports for any reason.

Further, ?accurate or inaccurate? is not the only variable that can cause the credit reporting agencies to remove something from a credit report. Your credit report information must be able to be verified, right or wrong.

So, if you disputed something from your credit reports and the furnishing party failed to respond to the credit bureaus, the item would be deemed unverifiable and would be removed.

It may have been perfectly accurate, but because the lender couldn?t or wouldn?t confirm its accuracy ? bye, bye negative information!

Is it wrong to dispute correct information?

I?m not the morality police, and you can do what you want to do, but you do have the right to challenge any information on your report ? whether it?s correct or not.

It?s your right to have correct and verifiable information on your credit reports.?I can?t speak for them, but I imagine they?d also want your credit report to be fully accurate and verifiable.

How to file disputes with the credit bureaus

If you do file disputes with the credit bureaus, you should think about how to word your letter. I?m not sure I?d go so far as to tell them you want accurate information removed. I?d simply ask that they verify what?s already being reported.

After you file your dispute, the credit bureaus will contact the furnishing party, normally a lender or a collection agency. These parties are formally referred to as ?data furnishers? or ?furnishers? for short.

It?s their responsibility to investigate your claim and get back to the credit bureaus, normally within 30 days, but there are some scenarios when it can take 45 days.

If they confirm the accuracy of the credit reporting, then you?ll likely have to live with it until the credit bureaus have to remove the item, which normally takes 7 years for the bad stuff.

How to re-dispute an item

You can certainly choose to re-dispute the item with the credit bureaus. They?ll likely send another dispute form (called an ?ACDV?) to the furnisher asking them to investigate the item again.

However, unless you?ve contacted the furnisher and convinced them that it?s wrong, they?ll likely send the same response to the credit bureaus.

If you choose to dispute the item again, you should be aware that the credit bureaus do not have to honor your request unless you provide some new information.

The Fair Credit Reporting Act allows the bureaus to consider repetitive disputes to be frivolous and ignore them.

(AP) ? Clashes flared anew in the turbulent Egyptian city of Port Said on Sunday, killing at least three more people as a mass funeral was held for most of the 37 people who died during intense riots in the city a day earlier.

The three were killed when police exchanged fire with gunmen trying to storm two police stations and the local prison, according to the city's director of hospitals, Abdel-Rahman Farah. A total of 418 people were injured, some of them with gunshot wounds, he said.

Tens of thousands of mourners poured into the streets for the mass funeral of those killed a day earlier, chanting slogans against Islamist President Mohammed Morsi.

"We are now dead against Morsi," said Port Said activist Amira Alfy. "We will not rest now until he goes and we will not take part in the next parliamentary elections. Port Said has risen and will not allow even a semblance of normalcy to come back," she said.

Violence in the city, about 140 miles northeast of Cairo, erupted on Saturday after a court convicted and sentenced 21 defendants to death for their roles in a mass soccer riot in a Port Said stadium on Feb. 1, 2012 that left 74 dead. Most of those sentenced to death were local soccer fans from Port Said.

The clashes in Port Said were the latest in a bout of unrest across the country that has left more than 50 people dead since Friday. That death toll includes 40 dead in Port Said and 11 killed in clashes in other cities between police and protesters marking the second anniversary of the uprising that overthrew Mubarak after nearly 30 years of authoritarian rule.

The riots stemmed mostly from animosity between police and die-hard Egyptian soccer fans, known as Ultras, who have become highly politicized. The Ultras frequently confront police and were also part of the uprising that toppled Hosni Mubarak's regime two years ago.

They were also at the forefront of protests against the military rulers who took over from Mubarak and are now again on the front lines of protests against the Morsi, the country's first freely elected leader.

A prominent Islamist leader delivered a thinly veiled warning that Islamist groups would set up militia-like vigilante groups to protect public and state property against attacks.

Addressing a news conference, Tareq el-Zomr of the once-jihadist Gamaa Islamiya, said:

"If Security forces don't achieve security, it will be the right of the Egyptian people and we at the forefront to set up popular committees to protect private and public property and counter the aggression on innocent citizens."

The threat by el-Zomr was accompanied by his charge that the mostly secular and liberal opposition was responsible for the deadly violence of the past few days, setting the stage for possible bloody clashes between protesters and Islamist militiamen. The opposition denies the charge.

There was also a funeral in Cairo for two policemen killed in the Port Said violence a day earlier. Several policemen grieving for their colleagues heckled Interior Minister Mohammed Ibrahim, who is in charge of the force, when he arrived for their funeral, according to witnesses. The angry officers screamed at the minister that he was only at the funeral for the TV cameras ? a highly unusual show of dissent in Egypt, where the police force maintains military-like discipline.

Ibrahim hurriedly left and the funeral proceeded without him.

In Port Said, mourners chanted "There is no God but Allah," and "Morsi is God's enemy" as the funeral procession made its way through the city after prayers for the dead at the city's Mariam Mosque. Women clad in black led the chants, which were quickly picked up by the rest of the mourners.

There were no police or army troops in sight. But the funeral procession briefly halted after gunfire rang out. Security officials said the gunfire came from several mourners who opened fire at the Police Club next to the cemetery.

Activists, however, said the gunfire first came from inside the army club, which is also close to the cemetery. Some of the mourners returned fire, which drew more shots as well as tear gas, according to witnesses. They, together with the officials, spoke on condition of anonymity because of the sensitivity of the situation in the city on the Mediterranean at the northern tip of the Suez Canal.

Survivors and witnesses of the Port Said soccer melee blame Mubarak loyalists for the violence, saying they had a hand in instigating the killings. The troubles erupted after Port Said's home team Al-Masry beat Cairo's Al-Ahly 3-1. Some witnesses said "hired thugs" wearing green T-shirts and posing as Al-Masry fans led the attacks.

Other witnesses said at the very least, police were responsible for gross negligence in the soccer violence, which killed 74 people, most of them Al-Ahly fans.

Anger at police was evident in Port Said, home to most of the 73 men accused of involvement in the bloodshed. Of those, 21 were convicted of murder charges on Saturday and the court is to rule on the remainder of the defendants in March.

The trial was in Cairo and Judge Sobhi Abdel-Maguid did not give his reasoning when he handed down the guilty verdicts and sentences for 21 defendants. Executions in Egypt are usually carried out by hanging.

Verdicts for the remaining 52 defendants, including nine security officials, are to be delivered on March 9. Some have been charged with murder and others with assisting the attackers. All the defendants ? who were not present in the courtroom Saturday for security reasons ? can appeal the verdict.

In Port Said on Sunday, army troops backed by armored vehicles staked out positions at key government facilities to protect state interests and try to restore order.

The military issued a statement urging Port Said residents to exercise restraint and protect public property, but also warning that troops would deal "firmly" with anyone who "terrorizes" citizens or infringes upon the nation's security and stability.

Rioters on Saturday attacked the prison where the defendants were being held and tried to storm police stations and government offices around the city. Health officials say at least 37 people were killed, including two policemen, in rioting on Saturday.

Clashes broke out in Cairo for the fourth straight day on Sunday, with protesters and police outside two landmark, Nile-side hotels near central Tahrir Square, birthplace of the 2011 uprising. Police fired tear gas while protesters pelted them with rocks.

The clashes show how turmoil was deepening in Egypt nearly seven months after Morsi took office. Critics say Morsi has failed to carry out promised reforms of the judiciary and police, and claim little has improved in the two years since the uprising.

At the heart of the rising opposition toward Morsi's government is a newly adopted constitution, which was ratified in a nationwide referendum.

Opponents claim the document has an Islamist slant. It was drafted hurriedly by the president's allies without the participation of representatives of liberals and minority Christians on the panel that wrote the charter.

Protesters on the streets this past week demanded the formation of a national unity government, early presidential elections and amendments to disputed clauses in the constitution.

Morsi and the Muslim Brotherhood, the Islamist group from which he hails, counter that the opposition was seeking to overturn the results of democratic and free elections. The Brotherhood, a well-organized and established political group in Egypt for decades, has emerged as by far the most powerful force in post-Mubarak Egypt.

As the situation in Port Said spiraled out of control Saturday, police disappeared from the city's streets, residents and security officials said, staying put in their camps, police stations and the city's security headquarters.

The military then dispatched troops to the city, taking up positions at vital state facilities, including the local power and water stations, the city's main courthouse, the local government building and the city prison. Navy sailors were guarding the local offices of the Suez Canal company.

Navy vessels were escorting merchant ships sailing through the international waterway, a vital income earner for Egypt's beleaguered economy. Military helicopters were flying over the canal to ensure the safety of shipping, according to Suez Canal spokesman Tareq Hassanein.

State weighs expanding Medicaid - Health & Fitness - The Olympian ...

Washington officials are moving ahead quickly to set up a new health insurance marketplace where the uninsured can start buying health plans later this year. But one other major element of Obamacare ? the expansion of Medicaid to cover more of the state?s poorest people ? is high-centered in the Legislature.

About 250,000 low-income adults in the Evergreen State would become eligible for coverage under the Affordable Care Act if Washington chooses to fully expand the program.

The expansion is one of the changes prompted by the federal health care reform that could eventually get care to more than 800,000 of the state?s 1.1 million uninsured, state Insurance Commissioner Mike Kreidler said.

The extra coverage comes at federal expense for the first three years and in the early years Washington comes out ahead. But some Republicans worry that the state will be saddled with a hefty bill in later years as federal budgets shrink.

The Medicaid debate is happening as Washington?s Health Benefit Exchange is moving ahead.

The exchange, which is a marketplace for policies that would give families a choice of private health plans similar to what workers at major companies already are offered, starts signing up consumers to buy private health-insurance policies starting Oct. 1.

?We?ve got a lot to do? before then, Richard Onizuka, chief executive officer for the Health Benefit Exchange, said Friday in an interview. But he said he is confident the new exchange entity can hit its target dates for approving eligible health plans, starting a call center for consumers and informing the public of the big changes that lie ahead.

Just last week, the exchange moved to a new website separate from the state?s Health Care Authority where it began life. The exchange?s staff is getting new email addresses this week, marking the final break between government and the new private agency that will operate in part with public dollars.

Like the Medicaid expansion, the exchange also is dogged by concerns about costs, with some lawmakers questioning its $50 million a year budget.

When state lawmakers set up the exchange in 2012, they gave its 11-member governing board the ability to levy a premium fee on insurers that take part. The Association of Washington Business and other business advocates have raised questions publicly about the impacts of such a fee on insurers and consumers.

Onizuka said last week that a 4 percent fee, worth $13.69 per policy per month, would raise enough money to cover the exchange?s budget once the federal start-up grant runs out in 2015.

Or the exchange could tap the $26 million yearly windfall that the state expects to receive from an existing premium tax once more people buy insurance, he said. That would allow the premium surcharge to be cut in half.

Onizuka anticipates that 130,000 of the state?s 1.1 million uninsured residents will use the exchange in the last quarter of the year, giving them insurance coverage effective Jan. 1 next year. And the number of enrollees could grow to 343,750 by the end of 2015 as more consumers take advantage of the system.

The exchange also can route Medicaid-eligible consumers into that program instead.

Currently, Medicaid excludes single adults, focusing only on those who are elderly, disabled and who have kids. But the expansion would allow single adults to qualify with incomes of up to $15,000 a year, or about 138 percent of the federal poverty line.

Under Obamacare, the federal government is covering costs for all people who become newly eligible for Medicaid in 2014-15. The state share would rise after that, topping out at 10 percent of costs in 2020.

But some Republicans and their allies in the Legislature worry that the state might be saddled with a hefty bill in later years.

?We?re still early in the budget process trying to figure out the dynamics of that. Let?s face it: They?re broke back in D.C. and if people think this 90-10 split is going to go in perpetuity, the dollars just aren?t there,? Sen. Rodney Tom, a Democrat who leads the mostly Republican governing coalition in the Senate, told reporters late last week. ?And so what happens if that goes to a 50-50 or they pull the rug entirely??

House Republican Leader Richard DeBolt of Chehalis said the Senate?s Republican budget writer, Andy Hill, and the House GOP?s budget writer, Gary Alexander, ?are looking at it from all angles and what guarantees we can get, and are there offramps in it that allow us to move out of the program if the federal government doesn?t meet their obligations.?

But Kreidler, Democratic lawmakers like Rep. Dawn Morrell of Puyallup and a coalition of groups, such as the AARP and the Washington State Hospital Association, see Medicaid expansion as a no-lose proposition, at least in the short-term.

That is because the state gets a net gain of funding in the first biennium ? including higher federal support for the working poor on the Basic Health Plan and unemployable adults on Disability Lifeline ? if the Medicaid population is expanded to include adults who are poor, without kids and not disabled.

In the short term, the Affordable Care Act saves the state $140 million if Medicaid is expanded, according to state budget estimates.

Morrell, chairwoman of the House Appropriations Subcommittee on Health and Human Services, thinks the savings could be even more than that.

She says the fiscal realities are sinking in on lawmakers, some of whom are still shifting from their campaign stances attacking Obamacare as they learn more about coverage for poor people in their districts.

?I think we have to get past the rhetoric and to the plain facts,? Morrell said. ?I don?t even say ?if? we do this. I say ?when? we do this. ... I look at it as it?s the right thing to do.??

Gov. Jay Inslee voted for federal health care reform as a congressman in 2010 and favors the full expansion of the program. The Medicaid expansion would have been automatic under the Affordable Care Act until the U.S. Supreme Court struck down the requirement that states do it.

If the state chooses not to expand Medicaid, the people left uncovered likely will do what they?ve been doing, according to Onizuka, which often is to show up at hospital emergency rooms where the costs of care are much higher.

Insurance Commissioner Kreidler?s office estimated in a report last May that the uninsured pass on their costs to the insured to the tune of $1,017 a year per insured family on average.

The Washington State Hospital Association is warning lawmakers that the viability of hospitals will be at risk if Medicaid is not expanded. The ACA reform cuts Washington hospitals? reimbursements in several programs by $3.1 billion over the next 10 years ? cuts that take effect and have a serious impact on hospitals? budgets whether the state expands Medicaid or not.

Senate Health Care Committee chair Randi Becker, a Republican whose district overlaps rural areas of Thurston and Pierce counties, hasn?t signed on for expanding Medicaid but is looking at it.

?At the end of the day, the Affordable Care Act is the law of the land and it?s up to us to implement it in the best way possible,? Becker said in an email Friday. ?That?s why you?re hearing us ask so many questions.?

PARK CITY, Utah (AP) ? The dramatic film "Fruitvale" and the documentary "Blood Brother" won over audiences and Sundance Film Festival judges.

Both American films won audience awards and grand jury prizes Saturday at the Sundance Awards.

"Fruitvale" is based on the true story of Oscar Grant, who was 22 years old when he was shot and killed in a public transit station in Oakland, Calif. First-time filmmaker Ryan Coogler wrote and directed the dramatic narrative.

"This project was about humanity, about human beings and how we treat each other; how we treat the people that we love the most, and how we treat the people that we don't know," the 26-year-old said as he accepted the final prize of the night. "To get this award means that it had a profound impact on the audience that saw it, on the people that were responsible for picking it up. And this goes back to my home, to the Bay Area, where Oscar Grant lived, breathed, slept, loved, fought, had fun, and survived for 22 years."

Fox Searchlight founder and Sundance juror Tom Rothman said "Fruitvale" was recognized for "its skillful realization, its devastating emotional impact and its moral and social urgency ? and for anyone out there who thinks for one second that movies don't matter and can't make a difference in the world.

"This will not be the last time you guys walk to a podium," he added.

The U.S. documentary winner, "Blood Brother" follows a young American, Rocky Braat, who moved to India to work with orphans infected with HIV.

"This means so much to so many kids," director Steve Hoover said as he accepted the award.

The Cambodian film "A River Changes Course" won the grand jury prize for international documentary, and a narrative film from South Korea, "Jiseul," claimed the grand jury prize for dramatic world cinema.

Syrian regime urges opposition, refugees to return

BEIRUT (AP) ? Twin car bombs in the Syrian-controlled part of the Golan Heights have killed eight people, activists said Friday as the government called on those who fled the country during the civil war to return, including regime opponents.

The persistent violence and the moribund peace plan offered by President Bashar Assad ? now enforced by his appeal to refugees and political opponents to come back ? underlines the intractable nature of the 22-month conflict that has killed more than 60,000 people and left the international community at a loss to find a way to end the bloodshed.

The Britain-based Syrian Observatory for Human Rights said two cars packed with explosives blew up near a military intelligence building in the town of Quneitra on Thursday, killing eight. Most of the dead were members of the Syrian military, the Observatory said. The Syrian government has not commented on the attacks.

There was no claim of responsibility for the blasts. Car bombs and suicide attacks targeting Syrian troops and government institutions have been the hallmark of Islamic militants fighting in Syria alongside rebels trying to topple Assad.

Quneitra is on the cease-fire line between Syria and Israel, which controls most of the Golan Heights after capturing the strategic territory from Syria in the 1967 war.

Since the conflict began, more than half million Syrians have fled to neighboring Lebanon, Jordan and Turkey. Those who left include opposition activists and defectors, both ordinary soldiers and army officers who switched to the rebel side, which is fighting to topple Assad, whose family has ruled Syria for more than four decades.

The state-run SANA news agency said the government will help hundreds of thousands of citizens return whether they left "legally or illegally." Syrian opposition figures abroad who want to take part in reconciliation talks will also be allowed back, according to an Interior Ministry statement carried by SANA late Thursday.

If they "have the desire to participate in the national dialogue, they would be allowed to enter Syria," the ministry said.

The proposed talks are part of Assad's initiative to end the conflict that started as peaceful protests in March 2011 but turned into a civil war. Tens of thousands of activists, their family members and opposition supporters remain jailed by the regime, according to international activist groups.

Opposition leaders, who have repeatedly rejected any talks that include Assad, could not immediately be reached to comment the Syrian regime's latest appeal. The opposition ? including the rebels fighting on the ground ? insists he must step down. Their demand is backed by the international community, but Assad clings to power, vowing to crush the armed opposition.

Both sides remain convinced they can win militarily, and while Assad's forces maintain control over the capital, the rebels have in recent weeks captured large swaths of territory in the country's north and east, including parts of Aleppo, Syria's largest city and its main commercial hub.

Also Friday, regime troops shelled Homs and soldiers battled rebels around the central province with the same name, which was a major frontline during the first year of the revolt. An amateur video posted online by activists showed rockets slamming into buildings in the rebel-held town of Rastan, just north of the provincial capital, Homs. The sound of heavy gunfire could be heard in the background.

Another video showed thick black and grey smoke rising from a building in the besieged city. "The city of Homs is burning... Day and night, the shelling of Homs doesn't stop," the narrator is heard saying.

Troops also battled rebels around Damascus in an effort to dislodge opposition fighters who have set up enclaves in towns and villages around the capital. The troops fired artillery shells at several districts, including on Zabadani and Daraya, according to the Observatory.

Another activist group, the Local Coordination Committees, said regime warplanes carried out airstrikes on the suburb of Douma, the largest patch of rebel-held ground near Damascus.

Both groups depend on a network of activists on the ground around the country.

As violence in the past weeks continued unabated in the south and in central Syria, thousands have been fleeing their homes daily, according to aid agencies, seeking shelter in Jordan and Lebanon, where authorities have struggled to cope with the unprecedented refugee influx.

The Britain-based Save the Children said Friday that 10,000 Syrians, mostly women and children, fled to Jordan over the last 24 hours due to intense fighting between troops and rebels in southern parts of the country, including in Daraa, where the uprising against Assad first erupted.

More than 3,000 of those have reached Jordan's overcrowded Zaatari refugee camp, where five buses, crammed with "frightened and exhausted people who fled with what little they could carry," pull up every hour, according to Saba al-Mobasat, an aid worker of Save the Children in Zaatari.

Last month, the United Nations refugee agency said it needed $1 billion to aid Syrians in the region, while $500 million was required to help refugees in Jordan. The UNHCR says 597,240 refugees have registered or are awaiting registration with the agency in Turkey, Lebanon, Jordan, Iraq and Egypt. Some countries have higher estimates, noting many have found accommodations without registering.

Jordan hosts more than 300,000 Syrians.

Defending champion Brandt Snedeker set the pace, firing an opening round 65 to finish 7-under. Veteran K.J. Choi matched him with a 65 on the more challenging South Course. Snedeker took advantage of Kyle Stanley's collapse here last year, picking up a playoff win that propelled him to a breakout 2012 season. He's looked strong in two starts so far this season and was a heavy favorite coming into the week along with Tiger Woods and Bubba Watson. Bubba was supposed to play with Snedeker in the first two rounds, but he withdrew shortly before his tee time due to illness. Snedeker marched on, however, and jumped out to co-lead with Choi.

One player who did not capitalize on the conditions was Phil Mickelson, who shot an even-par 72 on a vulnerable North Course. Nearly every hole on that layout can be birdied, but Mickelson scuffled around what is a home game of sorts for him in La Jolla. Coming off a lackluster performance at the birdie fest in Palm Springs last week, Mickelson went far afield from golf in his post-tournament comments, ripping what he said were onerous tax levels in California. The comments immediately bubbled up into controversy, and some will say Phil was "distracted" this week because of it. Regardless of the off-the-course drama, Phil will need to get his game together on Friday at the tougher South Course or else he'll be going home early.

An associate professor at Montreal?s McGill University is correcting two papers, one of them in Nature, after a university committee found evidence of falsification, Retraction Watch has learned.

Concerns had been raised about four papers by Maya Saleh and colleagues:

According to a report by the McGill committee, highlights of which were obtained by Retraction Watch, two figures in the Nature paper?had been ?intentionally contrived and falsified.? One of those figures was duplicated in a PNAS paper, which also contained an image that? had incorrectly labeled some proteins.

The committee said they could not determine who had falsified the figures, but said that there was no evidence it was Saleh, who was the only common author among the four papers.

The committee also said that figures in the Cell Host and Microbe paper contained ?touchup of blemishes,? which they said was ?not an acceptable procedure.? They said the original films could not be found, and noted that this was ?not in compliance with the McGill Regulation on the Conduct of Research.? Irregularities in the Immunity paper, they said, were ?due to artifacts created during the preparation of the scans for publication.?

The Immunity and Cell Host and Microbe papers could stand, said the committee, which recommended corrections for the Nature and PNAS papers. Saleh tells Retraction Watch that Donald Nicholson, the senior author on the papers and Merck?s vice-president and worldwide head of basic research in immunology and infectious diseases, would be handling the corrections. Saleh did a postdoc at Merck from 2001 to 2004, but her affiliation on the Nature paper is the La Jolla Institute, and on the PNAS paper is McGill.

Some of the published work was funded by grants to Saleh from the Canadian Institutes of Health Research.

Saleh and colleagues have an unrelated Corrigendum in Nature.

Exxon Mobil meets Kurd leader after Baghdad talks

BAGHDAD (AP) ? Iraq's Kurdish regional government says its president has held talks with the head of Exxon Mobil amid signs that the energy giant may be exploring new options with the Kurds' rival, the central government in Baghdad.

The Kurds said late Tuesday that regional President Massoud Barzani met with Exxon Chairman and CEO Rex Tillerson in Switzerland and discussed company activities. It gave no further details.

Exxon infuriated Baghdad in 2011 by signing a deal with the Kurds to hunt for oil in their region and in nearby disputed territories.

Tillerson's talks followed a rare meeting Monday with Iraqi Prime Minister Nouri al-Maliki.

Exxon had planned to sell a key stake in Iraq's south and focus instead on the Kurdish contract, though Monday's talks prompted speculation it is reconsidering those plans.

Jordan votes in poll boycotted by main Islamist party

AMMAN (Reuters) - Jordanians voted on Wednesday in their first parliamentary elections since the Arab Spring revolts, but a boycott by the main Islamist party will ensure no repeat of an Egypt-style revolution via the ballot box.

The popular Muslim Brotherhood shunned the poll saying the electoral system had been rigged against large, populated urban areas where it is strongest in favor of rural tribal areas where conservative, pro-government forces are entrenched.

Dozens of people lined up outside polling stations in several Jordanian towns before polls opened across the kingdom at 7 a.m. (0400 GMT), witnesses said.

Jordan, a U.S.-backed monarchy bordering Israel, has seen large protests against corruption and criticizing King Abdullah, although they have not been on the same scale as those that toppled rulers in Egypt and Tunisia and led to civil wars in Libya and Syria.

The government has promised free and fair polls and predicted a good turnout, despite the boycott.

"There are not two people in Jordan who are whispering that the government will interfere in the elections," Prime Minister Abdullah Ensour told Reuters this week.

The Muslim Brotherhood is the single most popular party in Jordan - with strong support in cities, especially among poorer Palestinians who live there.

Its boycott has reduced the election to a contest between tribal leaders, establishment figures and businessmen, with just a few of the 1,500 candidates running for recognized parties. Allegations of vote-buying are rife.

The result may hand even more power to a tribal establishment that maintains a tight grip on power and is keen on maintaining costly state patronage but is resented by large parts of the urban poor who feel left out, politically and economically.

"There are no agendas in candidates' campaigns. Their campaigns are emotionally driven, and are based more on personal relationships than they are on constructive programs," said Sheikh Talal al-Madi, a former senator from a tribal area.

Sparsely populated rural and tribal constituencies, where pro-government tribes are strong, get a bigger weighting in parliament than the Palestinian-dominated poor urban constituencies where the Islamists find their support. Wealthier Palestinians with economic power tend not to vote.

"This is a sham election whose results will only erode the credibility of the future parliament," said Zaki Bani Rusheid, deputy head of the Muslim Brotherhood.

More than two thirds of Jordan's 7 million people live in cities but are allocated less than a third of assembly seats.

Jordanians are voting amid economic gloom, with austerity policies guided by the International Monetary Fund that the government was forced to adopt last year to avoid a fiscal crisis after years of spending on a bloated public sector.

PROTESTS

Last November, steep fuel price rises provoked sometimes violent protests, as resentment about the cost of living and perceived government corruption bubbled up onto the streets.

Islamists and some tribal opposition figures have called on the king to relinquish his power to appoint governments. They say constitutional changes last year that shifted some powers from the monarch to parliament fell short of their demands.

But in tribal strongholds like the northern village of Umm Jimal, there is stiff resistance to the Muslim Brotherhood's demands to change the voting system and introduce wider reforms that would undermine their political privileges.

"Our people would not accept in any way that anyone touches the institutions responsible for the protection of the country and its stability or security. These issues, they are not even worthy of discussion," tribal chief Saed Hael Srour said as supporters packed into his election tent.

Srour, a prominent lawmaker and former interior minister, said his constituents opposed the Islamists' demands to reduce the monarchy's powers or touch the state funds allocated to the security forces which mainly employs native Jordanians.

Many still see the king as the ultimate guarantee of stability in a country torn between a minority tribal population long used to preferential treatment by the state and a majority of Palestinian descent.

In the nearby village of Dafyanah, where most residents are either state employees or depend on state pensions, there are concerns about a lack of state jobs.

"I have a son who has not been working for the last two years and he has become a burden. I knock at government agencies who say we cannot employ you," said Abu Ahmad, a Bedouin who lives on a 250 dinar ($350) monthly army pension.
