Microsoft confirms upgrade path and pricing for Windows 8: $14.99 for those buying new PCs

We've just gotten a thorough look at the Windows 8 Release Preview, and Microsoft has now also finally confirmed what the upgrade path will look like for those buying PCs before the OS is officially released later this year. The company will be rolling out a Windows Upgrade Offer in no less than 131 markets starting June 2nd, which will let anyone who buys an eligible Windows 7-based PC also purchase a Windows 8 Pro upgrade for $14.99 -- that offer will be valid through January 31st, 2013. Upgrade offers for those who already own a Windows 7-based PC will also be announced in the "coming months," but that's unfortunately as much as Microsoft is saying about those at the moment.

Cannabis capsules failed to slow the progression of multiple sclerosis in a large British study, dealing a blow to hopes that the drug could provide long-term benefits for patients with the debilitating nerve disease.

Despite promising signs in earlier, shorter studies, researchers found patients who took capsules containing tetrahydrocannabinol (THC), a key active ingredient in cannabis, fared no better than those given a placebo.

The finding is a disappointment for researchers who thought cannabis might provide a viable therapy in the disease?s secondary progressive stage, when patients have few treatment options.

Multiple sclerosis (MS) patients were assessed in the trial known as CUPID (cannabinoid use in progressive inflammatory brain disease) on both a disability scale administered by neurologists and another based on their own reporting.

"Overall the study found no evidence to support an effect of THC on MS progression in either of the main outcomes,? researchers led by John Zajicek of the Peninsula College of Medicine and Dentistry, Plymouth University, said.

Results from the study, which was funded by Britain?s Medical Research Council, will be presented at the Association of British Neurologists? annual meeting in Brighton later on Tuesday.

Scientific Research Supports Medical Cannabis
Between 1840 and 1900, European and American medical journals published more than 100 articles on the therapeutic use of the drug known then as Cannabis Indica (or Indian hemp) and now simply as cannabis.

Today, new studies are being published in peer-reviewed journals that demonstrate cannabis has medical value in treating patients with serious illnesses such as AIDS, glaucoma, cancer, multiple sclerosis, epilepsy, and chronic pain.

The safety of the drug has been attested to by numerous studies and reports, including the LaGuardia Report of 1944, The Schafer Commission Report of 1972, a 1997 study conducted by the British House of Lords, the Institutes of Medicine report of 1999, research sponsored by Health Canada, and numerous studies conducted in the Netherlands, where it has been quasi-legal since 1976 and is available from pharmacies by prescription.

Recent published research on CD4 immunity in AIDS patients found no compromise to the immune systems of patients undergoing cannabis therapy in clinical trials.

The use of medical cannabis has been endorsed by numerous professional organizations, including the American Academy of Family Physicians, the American Public Health Association, and the American Nurses Association.

Its use is supported by such leading medical publications as The New England Journal of Medicine and The Lancet.

Cannabis contains more than 60 different cannabinoids, of which THC is thought to be the most active, and many MS patients have long said the drug helps them cope with the effects of the disease.

Drug companies, too, have been interested in cannabis as a medicine. Britain?s GW Pharmaceuticals, working with Bayer and Almirall, recently started selling an under-the-tongue cannabis spray called Sativex to relieve spasticity.

Is cannabis safe to recommend?

?The smoking of cannabis, even long term, is not harmful to health....? So began a 1995 editorial statement of Great Britain?s leading medical journal, The Lancet. The long history of human use of cannabis also attests to its safety - nearly 5,000 years of documented use without a single death.? In the same year as the Lancet editorial, Dr. Lester Grinspoon, a professor emeritus at Harvard Medical School who has published many influential books and articles on medical use of cannabis, had this to say in an article in the Journal of the American Medical Association (1995):

?One of marihuana?s greatest advantages as a medicine is its remarkable safety. It has little effect on major physiological functions. There is no known case of a lethal overdose; on the basis of animal models, the ratio of lethal to effective dose is estimated as 40,000 to 1. By comparison, the ratio is between 3 and 50 to 1 for secobarbital and between 4 and 10 to 1 for ethanol. Marihuana is also far less addictive and far less subject to abuse than many drugs now used as muscle relaxants, hypnotics, and analgesics. The chief legitimate concern is the effect of smoking on the lungs. Cannabis smoke carries even more tars and other particulate matter than tobacco smoke. But the amount smoked is much less, especially in medical use, and once marihuana is an openly recognized medicine, solutions may be found; ultimately a technology for the inhalation of cannabinoid vapors could be developed.?

As Dr. Grinspoon notes, ?the greatest danger in medical use of marihuana is its illegality, which imposes much anxiety and expense on suffering people, forces them to bargain with illicit drug dealers, and exposes them to the threat of criminal prosecution.? This was the same conclusion reached by the House of Lords report, which recommended rescheduling and decriminalization.

David Nutt, professor of neuropsychopharmacology at Imperial College London, who was not involved in the latest research, said the study?s failure did not mean cannabis had no role in helping MS patients.

?It would be wrong to interpret these preliminary findings to mean that cannabis does not achieve its licensed use. Cannabis is not licensed for limiting disease progression, it is licensed for dealing with spasticity and pain,? he said.

Abstract:

Mobile social networks have been introduced as an efficient (i.e., to minimize bandwidth usage) and effective (i.e., to minimize the delay or maximizing the number of target recipients) way of disseminating content and information to a particular group of mobile users who share similar interests. In this presentation, we present how the content providers and the network operator can interact to distribute content in a mobile social network. The objective of each content provider is to minimize the cost that pertains to the time used to distribute the content to the subscribed mobile users and the cost due to the price paid to the network operator for transferring the content over a wireless connection through a base station. Although the content providers can cooperate by forming coalitions for sharing a wireless connection, the network operator can control the amount of bandwidth provided over the wireless connection. We introduce a novel coalitional game model, which is referred to as the controlled coalitional game, to investigate the decision-making process of the content providers and the network operator. Numerical studies show that, given the allocated bandwidth from the network operator, the content providers can self organize into coalitions while minimizing their individual cost. In addition, the results demonstrate that the revenue of the network operator can be maximized when the bandwidth allocation is performed while considering the coalitional structure of the content providers.

Dusit Niyato (http://www3.ntu.edu.sg/home/dniyato/) is currently an assistant professor in the School of Computer Engineering, at the Nanyang Technological University, Singapore. He obtained his Bachelor of Engineering in Computer Engineering from King Mongkuts Institute of Technology Ladkrabang (KMITL), Bangkok, Thailand. He received his Ph.D. in Electrical and Computer Engineering from the University of Manitoba, Canada. His research interests are in the area of radio resource management in cognitive radio networks and broadband wireless access networks. Dr. Niyato has won several research awards which include the IEEE 2012 Wireless Communications and Networking Conference (IEEE WCNC 2012) Best Paper Award, the IEEE 2011 International Conference on Communications (IEEE ICC 2011) Best Paper Award, and the 2011 IEEE Communications Society Fred Ellersick Prize Paper Award. Currently, he serves as an Editor for the IEEE Transactions on Wireless Communications and the IEEE Wireless Communications Letters. The business of Indian textile industry largely relies on catering to the needs of foreign customers. That?s by all means a good business model that works well for most of the companies. It allows of running a focused and specialized operation, limits risks related to issues related to retailing, logistics and etc. But overall, outsourcing model is way more beneficial to fashion brands, not to the manufacturers. F

or anecdotal evidence of that, you may check how many persons on Forbes Billionaires top 10 list, are from the fashion retail business and how many from the textile manufacturing business (hint: 3 and 0).

During the last few decades garment manufacturing has become to great extent a commoditized service. In most cases fashion brands can easily shift from supplier to supplier without customer ever noticing the change. It?s one of the main reasons why profit distribution within the supply chain is skewed towards the retailer?s side (Figure given below illustrates value distribution with the supply chain for a shirt). It doesn?t seem likely that this major trend will change any time soon.

Reverse-outsourcing business model is enabling manufacturers from a low cost country of becoming retailers in a higher income one. The concept is essentially the same as in outsourcing of manufacturing to a lower cost location, but in reverse ? in this case services of the retailing, distribution and marketing are being outsourced to the end market.?

Manufacturer has various benefits to be gained from going into such a business. First, this way the demand for what?s produced is created. And that is beneficial for limiting the risks related to seasonal fluctuations or loss of client. Second, it allows capturing profits within a more lucrative segment of a supply chain ? i.e. retailing [Figure 1]. Third, geographical diversification might be beneficial balancing effects of economic cycles.

Most, even medium sized, Indian manufacturers are well placed to run such an operation ? usually management has decades of business experience, deep knowledge of garmenting business, and follows global trends often better than many fashion brands. The fact that garment manufacturing in India is predominantly family-owned business, is also advantageous in this case ? it allows taking fast and bold decisions.

Within this framework, Eastern Europe is a market where Indian manufacturers have high potential of being successful with their own fashion labels. The market is rapidly growing and is not yet saturated (due to this fact, average price level is often higher than it is in highly competitive Western Europe). Second, competition from other Indian businessman (who potentially, have access to the same skills, technologies and labor) is very low.

Starting retailing business in your own country might seem as an easier undertaking, but exactly for the same reason growing abroad is might be more rewarding financially. It?s about having competitive advantages. There are tens of thousands of textile related enterprises in NCR alone, and many have similar access to recourses and skills. While in a country such as Lithuania, an Indian businessman is a rare find.

In no way, I would claim that it is easy to build a leading fashion brand, or a big business in Easter Europe (or to that matter, anywhere else). The point I?m trying to make is that Eastern Europe is currently underserved, less explored, rapidly developing market, which is largely undiscovered by Indian businesses. These peculiarities enable professional Indian manufacturers (and there are so many of them) to realistically aim of building a healthy, few million-euro in turnover, business.

The world is changing all the time, and there is no doubt that we will see many more supply chain innovations initiated by the manufacturers. LOS ANGELES -- As most anybody knows who cares about newspapers, the absentee owners of the New Orleans Times-Picayune have announced plans to quit daily print publication of the paper, turning to a Wednesday-Friday-Sunday schedule, giving rise to my new name for the publication: The Sometimes-Picayune.

I say "absentee" owners because Advance Publications, which I now refer to as Retreat Publications, is headquartered in New York City. They devised this Sometimes strategy in Ann Arbor, Mich., apparently, and are also rolling it out at three of their were-dailies in Alabama.
In David Carr's NYTimes piece, the media writer asserts that, given the relative lack of advertising on, say, Mondays, the use of resources to gather the previous day's news is "uneconomic." Ad Age's story quotes an Advance official as saying that the company is "not clinging to this rigorous orthodoxy that the only way to serve a community is to print a newspaper seven days a week."

Okay, let's point out a couple of facts. The Times-Picayune, unlike the other newspapers in Advance's little experiment, has the highest market penetration of any daily in the top 50 metro areas -- meaning 60 percent of New Orleanians read, or at least receive, it in print. And New Orleans has a markedly low Internet penetration rate -- according to the Kaiser Foundation, 36 percent were unwired as of 2010.

So Advance is telling those loyal print customers: buy a computer.

This, of course, all boils down to advertising. While maybe a third of the year's Mondays have news New Orleanians really want to read -- what happened in Sunday's Saints game -- advertisers aren't particularly interested in reaching them on that day.

Where have all the advertisers gone? In New Orleans, as elsewhere, classified advertising has moved online. That onetime cash cow ain't givin milk no more.

But another dominant advertising segment has suffered a different fate. Metro dailies' front and living sections used to be fattened with ads from competing department stores. That's right kids, there used to be more than one or two in each city. They were locally owned, they competed like crazy, and they honed their brands and announced their sales in full-page ads that marched through the dailies, daily.

What happened? Consonant with the conservative economic philosophies of most newspapers' editorial boards, the department stores merged, allowed themselves to be bought up by outside firms like Federated and Macy's, and slowly shrank in number. Did any local newspaper oppose the sellouts of local retail icons like Bon Marche in Seattle and Marshall Field's in Chicago? In Los Angeles, May Co, Broadway, Bullock's, Robinsons, I. Magnin's, and Ohrbach's once competed in the pages of the Times. They're all gone. And the Times' pages are now about the size of the Weekly Reader.

Maybe newspaper owners, beguiled with the premise of buying out or killing their own competition, just thought monopolies were a good idea for retail, too. In any case, we, the readers, were the product -- eyeballs for advertisers. As the advertisers disappeared, we became less valuable. We're now only worth something three days a week.

So it's "uneconomic" to produce Monday's paper. At least in the current crappy economy. But newspaper reading is a habit; we've been told that for years. The Michigan Plan depends on New Orleanians learning a weird new habit -- look for the paper on the three days advertisers think are important. On those other days, where will we turn for our news? And why shouldn't that place be our new news habit?

It's possible that a locally-owned newspaper would have come up with such a goofy scheme ("Hey, folks, read about yesterday's Saints game the DAY AFTER TOMORROW!"). And I've always given the TP's NYC ownership great credit for supporting the paper during the dark days of the flood and its aftermath, when every day's paper was uneconomic to produce.
But I can't help feeling the way I did when the NBA's David Stern engineered the deal that turned this year's Hornets into last year's Clippers (complete with urging us to vote for Chris Kaiman for the All-Star team) -- New York has shafted New Orleans.

My talk on Technical Writing in George Brown College, Toronto ...

I was invited to give a talk on Technical Writing at George Brown College, Toronto few weeks ago. I talked about technical writing in general and how?social?media?tools such as twitter, blogs, and LinkedIn can help them in getting a writing related ?job or consulting assignments.

It was a lovely experience for me as I love to talk about technical writing and social media. I hope my talk inspired few of them to use social media tools to demonstrate and publicise their writing portfolios and they will soon receive their desired writing assignments through this new tool in their arsenal.

I was invited to speak to students who are?pursuing?a part-time certificate program in technical communication from George Brown College. The classes for this program are delivered in evening at George Brown?s St. James campus (right in downtown) that makes it easy for working professional interested in learning about technical communication to join these classes after their workday.

Facebook's stock debut shows not all investors are equal ...

NEW YORK ? Facebook Inc.?s bungled stock-market debut made it clear that big money still rules Wall Street. But this time, the small money got a look at how Wall Street really works ? and that could spell trouble for the financial industry.

Millions of small investors have trimmed their investments in stocks after seeing their 401(k) accounts pulverized by the market plunge in 2008-09. The May 2010 flash crash ? in which $1 trillion briefly vanished from the stock market ? served as another flashing yellow caution sign.

Facebook, with its worldwide popularity, was seen as a chance to rekindle popular interest in stocks when its shares began trading publicly last week.

Then the stock flopped. Investor enthusiasm was expected to be red-hot, but many backed away amid trading glitches on the Nasdaq, widespread news reports of insider selling and nagging questions about the company?s future prospects.

In the aftermath, it also became clear that big investors and wealthy clients had been warned the company?s financial outlook had weakened. Instead of rekindling interest in stocks, Facebook?s debut fueled long-running concerns about how the stock market works.

?This has proved the game is rigged,? said Charles Geisst, a finance professor and Wall Street historian at Manhattan College. ?There?s just too many questions about the integrity of the stock market, and I think people are starting to realize this ? individuals, at least.?

Prominent investor Mark Cuban, owner of the Dallas Mavericks basketball team, declared on his blog Wednesday that the investing public?s positive impression of the stock market had been ?torched to the ground.?

Retail investors reportedly got 25 percent of Facebook?s 421 million shares in the initial public offering. The value of that allotment has declined by more than $500 million, based on Facebook?s closing price of $33.03 a share Thursday.

Regulators and congressional investigators have begun probes into what went wrong, looking into questions over information distributed ahead of the IPO. Morgan Stanley and other underwriters warned privileged clients that their analysts had grown sour on Facebook?s revenue growth potential. They failed to telegraph the same information to retail clients and the general public.

Information affords a crucial trading edge on Wall Street. Regulators have tried to level the playing field for years.

A decade ago, regulators led by then-Attorney General Eliot Spitzer discovered widespread manipulation of Wall Street analysts? reports. He exposed a long practice on Wall Street in which analysts would write favorable research so their banks could win investment banking business.

Regulators settled their cases against 10 major firms for $1.4 billion in 2003 and put in place strict rules dividing banks? research and investment banking divisions.

Although securities law experts say it?s unclear whether Facebook?s underwriters have broken any rules, Spitzer said underwriters? selective disclosures in Facebook?s IPO may have violated laws against financial fraud.

He said underwriters? actions may violate the ?most fundamental principle, which is that an underwriter needs to be forthright, honest to the public.?

?Market theory is very simple,? Spitzer said. ?You can?t give false and misleading material information to people, where you know it?s false and you correct it only to some but not to others.?

Morgan Stanley declined to comment, but it has said its IPO procedures were ?in compliance with all applicable regulations.?

Giving well-connected firms an inside track has been one of the ways that big Wall Street firms attract and keep big clients. These clients are powerful profit drivers, and banks tend to give their best customers the best deals.

?These people give them more money in fees and commissions than others,? said Ernest Badway, a former U.S. Securities and Exchange Commission enforcement attorney who is now a white-collar defense lawyer in New York and New Jersey.

?Because of that ? they?re part of a great revenue stream ? they?re going to try to give every single advantage that they can to those particular people,? he said.

Large institutions and wealthy investors have a symbiotic relationship with Wall Street bankers. ?The retail guy is at the end of the queue,? Geisst said. ?He can?t do anybody any favors.?

In April, the SEC settled a somewhat similar case against Goldman Sachs involving precious tips to favored clients.

To generate more revenue, the giant Wall Street investment bank?s analysts and traders held ?huddles? to share market commentary and trading ideas. During morning conference calls, Goldman passed along inside information to a select group of about 180 hedge fund and investment management clients.

Goldman, which brought in $37 billion in revenue last year, paid a $22 million fine to settle the case.

SEC rules generally require public companies to disclose ?material? information to all investors once they disclose the same information to analysts and other market participants. But the rule governing fair disclosure ? known as Regulation FD ? has an exemption that allows companies to selectively disclose information while they are on ?road shows? pitching IPOs to prospective investors, said John Coffee, a Columbia Law School professor who is an expert in securities regulations.

?There should be a rule that you can?t disclose information at a road show unless you?re willing to simultaneously disclose it to retail investors,? Coffee said.

Government inquiries have only just begun, and no one involved in the process has been accused of any wrongdoing. What rule changes, if any, may result from the Facebook IPO remain to be seen. But Spitzer and others say it?s a reminder that the big boys still rule Wall Street.

?The small guy is not getting a fair shot in the market,? Spitzer said. ?That unfortunately has been true for too many years.?

Friday Illusion: Control this animation with your mind

It's the closest any of us are likely to get to telekinesis. New animations created by Stuart Anstis from the University of California, San Diego, are showing how changing your gaze can alter the direction in which objects are moving.

If you watch this video normally, the moving circles in the first animation rotate while the shifting dots in the second clip follow a horizontal path. But if you look away and watch the movie out of the corner of your eye, the direction of motion will appear to change. In both cases, the moving objects seem to follow the direction of the background stripes.

The illusion proves that we perceive motion very differently when it's in the periphery compared with when it's picked up by the fovea, a tiny area at the back of the eye responsible for central vision. Looking at a scene directly results in the sharpest vision, whereas our peripheral vision is good at picking up motion but poor at making out the details of shapes. "That's why when you wave at someone in a crowded airport, your peripheral motion detectors pick up the motion and an eye movement steers the target onto the fovea for more detailed analysis," says Anstis.

The animation was a finalist in the 2012 Best Illusion of the Year Contest and was presented earlier this month at the event gala in Naples, Florida.

99 Days to Purdue Football: Ryan Russell

Today is a very special day. Not only is 5/25/12 the 35th anniversary of the original release of Star Wars: A New Hope, but it also marks 99 days until the kickoff of the 2012 Purdue football season. All across Boiler Nation, football fans are currently rejoicing as the long-awaited road to another glorious football campaign is paved at Purdue.

To celebrate the return of the countdown to football action in West Lafayette, we continue the tradition of analyzing the Boilermaker gridiron warriors whose jersey numbers have fallen on the respective day in the countdown. And as I am not one to break such an epic tradition as the "X Days to Purdue Football" legend, we begin this year's colossal countdown with none other than a rising star for the Boilers, a ferocious monster anchoring the 2012 D-Line and quite possibly a future member of the Den of Defensive Ends: #99 Ryan Russell.

Although he will only be a sophomore this year, Russell enters the 2012 season as the Boilermakers' veteran Defensive End. Due to losing long-time starters Ryan Kerrigan and Gerald Gooden following each of the past two seasons, Ryan is the only returning Defensive End with significant starting time to his credit--which is rather impressive, when you think about it. During his 2011 freshman campaign, Russell was already penned in as a starting End and managed to record 33 total tackles, 1 sack and 3 fumble recoveries in his first full round of college football.

This season, opportunity knocks for #99 as he looks to further his skills and establish himself as a force along the D-Line and an emerging leader for Purdue's defense. Also, Russell looks to get comfortable in a much larger role amongst this fresh group of inexperienced Ends. In essence, the sky is the limit for Ryan in 2012. Expect him to have a breakout year while he continues to grow into his frame and expand upon his already excellent skills and understanding at his position.

Memorial Day weekend is synonymous with grilling and eating al fresco for me.? When thinking of my weekend menus there is not even a question they will all be served outside, Mother Nature permitting.? In a seasonal locale such as Colorado, outdoor dining spaces become reawakened this long weekend from being mothballed for the winter.? They really do feel like an additional room in the house begging to be cleaned up and enjoyed through the mid to late fall.

There are foods that really must be eaten outdoors and potato salad is one of them.? I?ve always liked the standard potato salad but as an adult find myself growing tired of anything rote.? I?m a Gemini.? I get bored easily and crave color, texture and vibrant flavors in my food.

I love exploring and discovering new things in life and with my food it is no different.? My kids are the ones with the yellow watermelon or purple cauliflower in their school lunches.? When I came upon a small bag of three colored local potatoes I was immediately enchanted and my mind was off to the races on what to do with them.

I came up with this potato salad recipe which also suits another of my personal proclivities: I like options.? This recipe can be tweaked in several directions to change it up whenever you make it or to adapt it to your personal taste.? I love the smoky flavor and spiciness of chipotle chilies.? There are few things I could imagine that would not be enhanced by them.? Also bacon.? Need I say more?? This potato salad offers a deep earthy spice smacking of the Southwest providing more of a star player at the barbecue or picnic rather than the more standard, expected side dish.


TRI COLOR CHIPOTLE BACON POTATO SALAD
I?ve mentioned before I?m a firm believer in making food one?s own.? If you see an ingredient you don?t have or don?t care for, no worries; substitute what you have or prefer. ??I do suggest new variety potatoes that do not require peeling.? They add to the visual of the dish, the flavor and ease of preparation with no peeling.? Also adobo sauce brands can vary markedly in heat.? Definitely start with less and taste the dressing to ensure you have a level of heat to your preference.? ?You can certainly increase or decrease the size of the batch by maintaining the same proportions of the ingredients.
Yield:? Approximately 8 cups of potato salad

????????? 2 pounds (about 6-7 cups) thin-skinned, multi colored new potatoes; cooked, cooled to room temperature and cut into bite sized pieces
????????? 4 slices of apple wood smoked bacon, cooked but still supple (not well done and crumbling), chopped
????????? 1 cup celery, finely chopped
????????? ? cup Mayonnaise with Olive Oil (I used Spectrum brand, organic)
????????? 2-3 teaspoons chipotle en adobo (sauce only), to taste
????????? Smoked Salt and Pepper to season
????????? Fresh dill to garnish

Gently stir together the potatoes and celery being careful not to break potatoes apart.
Mix mayonnaise with olive oil, chipotle sauce, smoked salt and pepper together.? Toss the potatoes with the dressing.? Sprinkle in bacon and stir to combine.?? Serve at room temperature
NOTE:? Though this salad offers the best flavor at room temperature the salad should not be left out without refrigeration especially in hotter temperatures.
